THE YOUTH OFFICER
KEY FUNCTION
The key function of the Youth Officer is to provide a professional support service for voluntary youth organisations. This will include providing assistance, including financial assistance, to Youth Work organisations, the preparation and implementation of (three-yearly) Youth Work Development Plans, the drafting of annual Youth Work Budgets and reporting to the Minister for Education and Science on youth work services in Co Monaghan.
INCLUSIVE PARTNERSHIP
In doing the above, the Youth Officer will promote Youth Work for all young people by engaging with a range of youth organisations and using quality standards in youth work practice. Maeve will work in partnership with the statutory, community and voluntary sectors,
STRUCTURE
To facilitate this approach the Youth Work Act 2001 allows for the establishment of both a Youth Work Committee (YWC) and a Local Voluntary Youth Council (LVYC). The former will advise and make recommendations to the VEC re the content and performance of its Youth Work functions, while the latter will be a forum for voluntary youth work organisations to discuss the provision of Youth Work programmes/services in the VEC area.
POSITIVE DEVELOPMENT
The allocation of this function to the VEC and the resultant post of Youth Officer is a new and positive development for both the VEC and the county and one that is broadly welcomed in the voluntary youth sector. This is the first time in the history of the State that Youth Work has been enshrined in law.
VOLUNTARISM STILL KEY
While voluntarism will continue to be key to Youth Work, the new statutory framework should consolidate and develop the professionalism and services of the youth sector. Ms McCabe’s role will be central to that development in Co Monaghan.

CMYSSA
Co. Monaghan Youth Service Support Association (CMYSSA) is a youth community group initiated by the Co. Monaghan VEC Youth Officer. The aim of the group is to provide a medium to:
- facilitate the exchange of ideas on the enhancement of existing youth provision in Co. Monaghan
- promote, support, initiate and co-ordinate the development and delivery of enhanced and additional youth programmes, services and facilities
- liaise and strengthen co-operation with agencies, organisations and institutions in Co. Monaghan who deal with young people and youth matters.

LOCAL YOUTH CLUB GRANT SCHEME
- Groups/clubs must be volunteer – led and based on the voluntary participation of young people
- Applications should be made directly by local units/clubs or regional/county based structures
- The scheme gives priority to clubs with young people between the ages of 10 and 21.
- 75% of the group’s/club’s members must be under the age of 21
- Groups/clubs must be able to clearly outline the benefits for young people participating in the club/programme/activity
- The maximum grant to any one club is €3000
- Clubs whose primary focus is sport are not eligible for funding under the terms of this scheme

CO. MONAGHAN VEC LOCAL YOUTH CLUB GRANT AWARDS
Co. Monaghan VEC hosted the Annual Local Youth Club Grant Awards in the Glencarn Hotel on Thursday, 23rd April 2009. The event brought together the successful thirty one youth and activity clubs in Co. Monaghan.
€27,700 was awarded to 31 clubs across Co. Monaghan.
The recipients were:

Co. Monaghan VEC receives Arts Council Funding for Band Rehearsal Space
Co. Monaghan VEC Youth Work Service, in conjunction with the VEC School of Music, made a successful application to the Music Network for Stream 3 of the Music Capital Scheme. This scheme afforded applicants the opportunity to apply for funding for instruments and equipment to enable bands to practice in a fully equipped rehearsal space. This highly competitive national scheme was funded by The Arts Council in association with IRMA Trust.
The valuable rehearsal package received by Co. Monaghan VEC includes guitars, amps, a drum kit, an electric keyboard and PA and recording equipment. The equipment and instruments will be housed in a rehearsal space in Beech Hill Sports Centre. The VEC plans to extend and enhance the existing rehearsal space to develop it into a top class sound proof rehearsal studio. This new resource will be available for use by new and existing bands to enable them to practice and perform in a safe, convenient, affordable and purpose built setting.

Co. Monaghan VEC Youth Tutor Initiative
Co. Monaghan VEC is expanding its range of youth work support services. A panel of youth tutors has been provided and is available to assist youth leaders in Co. Monaghan based youth clubs. The tutors are available to deliver four-week programmes in art, crafts, basketball and drama.

FAQ’s AND RESPONSES
Why should my club register with the VEC?
Registering with the VEC gives you a voice on the forum of the Voluntary Youth Council, access to the small grants scheme, support, information sharing and access to training.
Will my club lose out if we do not register?
Only clubs/groups registered with the VEC will be eligible to apply for funding under the small grants scheme, so if you are not registered you cannot apply. You will also miss out on accessing support from the VEC, networking opportunities and a voice on the Local Voluntary Youth Council (LVYC).
What are you (Co Monaghan VEC) going to develop for our area/club/organisation?
A Youth Work Plan will be developed for the county and your area will be included in the Plan. This Plan will identify existing gaps in service provision and areas that need to be developed. It will assist you in working to meet the needs of young people in your area and it will highlight existing good practice in the VEC area.
If my club registers with the VEC are we guaranteed funding?
No, but your application will be considered with due regard to the stated criteria for good Youth Work practice within the resources available to the VEC.
We are a small, independent, local youth club so do we have to register?
The benefit to a small, independent, local youth club is the same as that to a local unit from a large national organisation. It would benefit a small club to register so that we know you exist, it will support our case for additional resources, it’s a method of networking and linking with other groups and we can help identify training and provide support. It will also give your club a voice at local, regional and national level (via the LVYC).
What is a Youth Officer? What does s/he do?
The County Youth Officer, Maeve McCabe, is an employee of Co Monaghan VEC with responsibility to support the development of Youth Work in the VEC area.
What is the LVYC?
The Local Voluntary Youth Council will advise the VEC on the preparation of any matter specified in a Youth Work Development Plan. It shall be a forum for the Voluntary Youth Work organisations working in the area to discuss the provision of Youth Work programmes and services in the area. All youth groups registered with the VEC can take part in the election for places on the Local Voluntary Youth Council.
Local Youth Club Grant Scheme
The Local Youth Club Grant Scheme is funded by the Department of Education & Science from the proceeds of the National Lottery and supported by the National Development Plan.
